Although the United Kingdom rejected French suggestion to expand the war by attacking the Soviet Union, the two nations agreed on naval mining. Operation Wilfred (mining Norwegian waters) and Operation Royal Marine (mining the Rhine River) were both planned to commence on 5 Apr 1940; the latter was pending approval of the French War Committee.
